What it fundsGrants of €77,000–450,000 (up to 70%) for machinery, equipment and software for the circular economy: waste management, lower use of raw materials, water and packaging, sustainable products. Budget €83M. Important: photovoltaics, batteries and energy-efficiency measures are NOT eligible — the Managing Authority confirmed this explicitly in its clarifications of 21 August 2026.

"For Cleaner Air" — a free system for energy-poor households

Who it is forHouseholds in 21 municipalities that heat with wood or coal, live in their own single-family house and fall within the definition of energy-poor (they receive targeted heating assistance)
What it fundsThe programme replaces an old stove with a new heating appliance entirely free of charge. Energy-poor households can additionally receive a photovoltaic system of up to 4 kW with batteries, a device preventing export to the grid, installation, warranty maintenance and insurance — with no co-payment at all. The condition is that the new appliance is an air-to-air heat pump. Municipalities: Asenovgrad, Blagoevgrad, Burgas, Veliko Tarnovo, Vidin, Vratsa, Gorna Oryahovitsa, Dimitrovgrad, Kardzhali, Lovech, Montana, Nesebar, Pazardzhik, Pernik, Pleven, Plovdiv, Ruse, Smolyan, Sofia, Haskovo and Shumen. Solar hot-water systems are not eligible under this programme.
DeadlineEach municipality runs its own intake with its own deadline — check with yours. Interest in the photovoltaic add-on specifically is very low (in Plovdiv, 7 applications out of 2,288), so the chance of approval is real.
Diversification and Adaptation of SMEs to the Economic Transition (PRR)

Who it is forSmall and medium enterprises in the Stara Zagora, Pernik and Kyustendil districts and in the municipalities of Nova Zagora, Yambol, Tundzha, Elhovo, Sliven, Simeonovgrad, Harmanli, Topolovgrad, Dimitrovgrad and Haskovo
What it fundsBudget €110M under the Regional Development Programme. It replaces the procedure terminated in July 2026 and is being rebuilt with objective, automatically calculable criteria. Eligible activities are still being agreed with the European Commission — whether photovoltaics and batteries will be included will become clear when the guidelines are published.
DeadlineExpected to be announced in the fourth quarter of 2026, with roughly 3 months to apply after the guidelines are published
National Decarbonisation Fund

What it fundsLoans and guarantees — not grants — for energy renovation, renewables for self-consumption and energy communities. The fund manager was appointed in June 2026. Products aimed specifically at households have not been published yet: current lending starts at BGN 30,000, above the cost of a typical home system. This is the announced successor to the household RES programme, but with a different character — repayable finance rather than a subsidy.
DeadlineProduct launch expected. Separately, the Social Climate Fund earmarks about €2.5bn for Bulgaria, but the Bulgarian plan has not yet been approved by the European Commission (as of August 2026 only Greece and Malta were approved), and its revenue source — the ETS2 scheme — starts in 2028. Actual funding is not realistically expected before 2027–2028.

What it fundsGround-mounted photovoltaic plants with battery storage. Total budget €55M (Bulgaria and Finland), administered by the EU agency CINEA.
DeadlineClosed — applications closed on 3 September 2026 (the deadline was extended by two days). Results are expected in November–December 2026 and grant agreements in June 2027.
RRF — "Renewables for Households"

Who it is forHouseholds — owners of single-family houses
What it fundsUnder Call 1 the programme covered up to 70% of the cost (maximum BGN 15,000, about €7,670) for a photovoltaic system up to 10 kWp; a battery was optional, not required. Solar hot-water systems were fully covered.
DeadlineClosed. There will be no second call: the target was lowered from 10,000 households to 1,420 systems, of which 1,368 were paid for (1,348 photovoltaic and 20 solar hot-water), and the European Commission recorded the investment as complete in June 2026. The Recovery Plan ended on 31 August 2026, so a new call under it is not possible.
Photovoltaics and Batteries for SMEs in the Coal Regions (BG16FFPR003-4.011)

Who it is forSmall and medium enterprises in the Stara Zagora, Kyustendil and Pernik districts and neighbouring municipalities of the Maritsa basin
What it fundsGrants for photovoltaic systems with batteries: for self-consumption up to 1 MW — from BGN 100,000 to 500,000 for micro and small firms and up to BGN 3M for medium; for energy sales up to 5 MW — up to BGN 6.5M. Intensity 65% for micro and small and 55% for medium (50% and 40% for the batteries). Of a budget of about €72.5M only some €22.7M was awarded — nearly €50M went unused, which makes a repeat procedure likely, though none has been announced.
DeadlineClosed on 24 March 2026. Rankings were published on 28 August 2026 for the energy-sales component and on 11 September 2026 for self-consumption — 27 projects approved under self-consumption and 19 under energy sales.
