As of January 1, 2026, the EU’s Carbon Border Adjustment Mechanism (CBAM) entered its final phase. This is no longer a “forthcoming regulation” but an existing financial obligation—and smart industrial companies in Bulgaria are turning it into a competitive advantage.

What Is CBAM and What Has Changed Starting in 2026?

CBAM is the EU’s carbon border adjustment mechanism, which, as of January 1, 2026, imposes actual financial obligations on imports of carbon-intensive goods: cement, iron and steel, aluminum, fertilizers, electricity, and hydrogen. The purchase of CBAM certificates begins in February 2027, and the first annual declaration (for 2026) must be submitted by September 30, 2027.

Key points for 2026 at a glance:

  • Importers with less than 50 metric tons per year of CBAM goods are fully exempt (the new de minimis threshold under the Omnibus Regulation).
  • Applications for approved CBAM declarant status had to be submitted by March 31, 2026—imports may continue while approval is pending.
  • The price of certificates follows the average quarterly price of EU ETS allowances—meaning that carbon costs become a direct expense in the calculation.

Who Is Affected by This in Bulgaria

Importers of steel, aluminum, cement, and fertilizers from countries outside the EU are directly affected—they pay for the embedded emissions. Almost the entire industrial sector is indirectly affected: prices for high-emission metals and raw materials are rising, and European customers are increasingly requiring their suppliers to provide carbon footprint data.

For Bulgarian manufacturers, this means two things: more expensive raw materials and pressure along the supply chain to demonstrate low Scope 2 emissions—that is, the use of clean electricity in production.
